Serious injury crashes for the past 5 years from CrashStats. It would seem that the real problems are on the main roads (Nicholson, Brunswick, Alexandra Pde, and especially , Johnson and Hoddle Streets. But these are all (I believe) Vicroads-managed roads.
It would seem that the CoY is simply trying to make a statement about safety and street amenity on behalf of their residents, on the streets that they actually have control over. Wellington Street with its 40 kmh limit and good bike lanes is a CoY-controlled street. With 535 fatalities in the CoY and over 14,000 serious injuries over the 2012-2017 period, trying to reduce injuries and deaths would seem to be a good goal

I should of written my comment better, I was suggesting that Melbourne was way better than Sydney in regards to the 30kph area, which as far as I can see is much larger in Melbourne

A few observations:
Napier St, which has 3 incidents is one of the few Nth/Sth routes that doesn't have single direction exits at Johnson St; that is you can exit left, right or go straight ahead. It's also the natural and designated cycle path funneling down from Queens Rd from the north for those who don't use Wellington or St. Georges/Brunswick; it's much slower and calmer.
The worst part of Johnson St for incidents (Brunswick to Nicholson) is also the place with the highest density of peds and bars in that whole area. It also has the area's only supermarket. And the best Spanish food outlet in Melbourne.
Brunwsick St has more peds walking about oblivious than any other street there, even Smith (barring the outlet shops in the section between Johnson and Alexandra). It also carries the largest volume of "dedicated" commuter cyclists in that area.
Hoddle St is Hoddle St. The area with the most incidents is the area where most of the "!! BAN ME NOW FOR SWEARING !!, I'm in the wrong lane" used to happen. With the new mods to Hoddle it will be interesting to see if they decrease.

It should also be noted that fatal and serious injury accidents are still just the tip of the ice-berg of minor injuries or close calls. Based on the previous media report Yarra is getting data from additional sources.
