We came across this aswell this morning 5 of us looked but too big to move. I lodged it using neat streets which passed the request to city of Vincent but from my understanding this path is owned by main roads. I'll ask my mate that works at main roads when he gets to work.

East side path is Main Roads, west side is Vincent.
