Firstly armadillos are not designed for installation on lines and are normally installed between two lines.
That way there is adequate warning of the armadillo that requires crossing a solid barrier line to hit one, the armadillo is not camouflaged by the line, and the lines can be repainted without affecting the armadillo.
Secondly, if the armadillo is installed over a line, it becomes difficult to repainted the line which, as in this case, then adversely affects the function of the armadillo as it overpaints the reflectors and contrasting colours. This provides an increased risk that the now concealed armadillo may cause an a cyclist to collide with one.
Because MRWA are responsible for the line marking (but the armadillos are provided by CoP) there is nothing in the line marking procedure for something that does not exist in the MRWA book of rules. Sadly, no thinking is expected, so the painting contractor has theoretically done nothing 'wrong' as he is doing exactly what the book says.

We have been told that the armadillos on Barrack Street are part of a joint trial between Main Roads and the City of Perth, so the positioning etc. has been agreed. The lines were only painted in the last 6 months, so there should not have been a need to repaint them so soon.
The driver of the road marking truck knew exactly what he was doing, as he has a camera and screen to guide him to ensure he meets the existing line.

If a bike hits them the likelihood is accident.
If a car hits them, by the time the driver reacts it's too late and the cyclist is hit anyway.

To me they look like really expensive lumps of very ineffective plastic.

I note that City of Freo has removed the armadillos that were installed on Parry Street and replaced them with 'riley kerb'

The problem with Riley kerb is that unless you add candle sticks to it, it is easy for cars to drive over it - it is less of a deterrent than armadillos.
