West Australians will receive a 10 cent refund on recyclable cans and bottles under a scheme to be introduced by the State Government in 2018.
Whilst it is nice idea purely from an aesthetic point of view it also has the benefit of reducing the amount of broken glass encountered while riding.

I can only assume the government didn't notice it was a cyclist positive policy or there would be no way it would have passed cabinet.

It's a start. As a fundamentalist economist I'll only be happy when the complete cost of disposal is included in the sticker price of all "disposable" items. Take away containers, plastic wrapping etc etc

Deposit schemes also help minimise that cost: it's so much easier to deal with whole containers delivered to you than bits of glass on the road or a plastic bottle in a ditch.
