Causeway Southern Underpass Closed 6 Feb to end April 2017

I was looking for something else (details of the Rutland Ave Segregated Bike Lanes) on the Town of Victoria Park website when I came across the following:
The Town of Victoria Park has had ongoing flooding issues in the Causeway underpass for a number of years mainly during high tide periods. Frequent complaints have been received from pedestrians and cyclists.

This issue is mainly caused by river water bubbling up between the existing paving. While there are two sump pumps installed to try to deal with the water infiltration, during periods of high tide they cannot cope with the volume of water flooding into the underpass.

The Town has now finalised the design and awarded a contract to upgrade the underpass to prevent this ongoing issue.

In order to facilitate these necessary works, it is anticipated that the underpass will not be able to be accessible by pedestrians or cyclists between the 6 February 2017 and the end of April 2017.
A series of detour maps are provided for pedestrians but it directs them straight through the MRWA works at Craig St which may or may not have a viable route through for pedestrians or cyclists (no maps are available but Craig St is completely closed between Burswood Drive and GEH until mid-March). Even if the detour is passable the paths are not of suitable width for pedestrians and bi-directional cycling movements so expect to be stuck behind pedestrians for extended distances.

As all the intersections into Burswood are in various states of construction I do not know what the next viable route is until you get under the railway/to the GFF.

If you need to ride this way it might be worth scouting out a viable route before the closure and if you have the option you might want to skip the area altogether.

Yeah, the detour does look a bit challenging. Still, the flooding is indeed a pain so I welcome the attention it's being given. Nearly three months, though?? The work must be a lot more complex than I'd have thought.

cheers for the warning, this is my to/from route to work 4 days a week

not really sure what sort of plan B i'll go with as i am sure the detour will be an absolute debacle.

They have updated their detour map with a longer route that doesn't go through the MainRoads works on Craig St/Resort Drive but is now a touch over 2km long, crossing over GEH at Bolton Ave (main entry to the Casino from GEH westbound).

Why do I expect a large number of surprised pedestrians the first time they take a 2km detour (with 13 road crossings) to avoid a closure of 30m of path?

I think most will just take a gamble/play chicken and cross the actual Causeway.

With all the work going on they really don't have another option for a detour route - perhaps it was better to simply postpone the work until another option was available?

As of this afternoon the temporary cyclone fencing was still up on the Eastern side of the Causeway which may be related to the MainRoads works on the GEH eastbound on-ramp. If the fencing stays then the shortcut across the Causeway is blocked.

As a result of me contacting them City of Vic Park are apparently organising for the path detour through the Main Roads works on Craig St to be upgraded (it is currently just on grass and I raised it as a disabled access issue, I don't know if they would have done anything if I said it was for cyclists).

I would have though it would be easier to construct a temporary path connecting the path on the eastern side of the underpass to the paving alongside the bus transfer station giving a much more direct detour, it does require an uncontrolled crossing of the eastbound on-ramp to the GEH but the detour requires an uncontrolled crossing of the westbound on-ramp so I can't see the risk being notably different.
With all the work going on they really don't have another option for a detour route - perhaps it was better to simply postpone the work until another option was available?
The work is apparently being done now due to favourable tidal conditions/unlikely time of year for flooding, if they postponed the work it would apparently not happen for another 12 months. On the other hand, if they waited 12 months the stadium bridge should be in place giving another option for a detour.

When I went through this morning the temporary fencing on the Eastern side of the Causeway had been removed so it looks like we are in for a mass participation game of frogger once the underpass is closed.

"Mass game of frogger" made me laugh.

This detour looks painful and just when I'm about to move to Bayswater and was looking forward to the daily commute taking in the river.

That detour looks nasty. This is my daily commute route, so instead I will use the bridge over GEH from Goodwood Parade, Rutland and various backstreets to get back to McCallum Park.

Goodwood Parade is fine, Rutland St is closed due to a massive water main being replaced and the bike bridge to get to Clydesdale is closed. I dont like crossing at Vic Park train station bridge, so went to Miller St. Bit further in detour and some concrete slab footpath.

The electronic sign now states that the detour will start on the 13th.

I'll probably only take the detour once, just to see how much extra time it adds, but after that I'll find another way.

Yeah, I wonder who thought long sections of grass were a suitable detour for 3 months? As for all the road crossings - added 15 minutes to a normally 30 minute ride (and that was with crossing when safe rather than when I had a green cross signal).

Last time I looked there was a huge outbreak of caltrop on the grass bank on the east side of the Causeway. If it's still there you'll have to take care if you take the "Frogger" route (or pack lots of extra tubes/patches).

I've resigned myself to crossing the Causeway and using the path on the north side of the river, no where near as nice as the south side though.

They have now fenced a huge portion of burswood park (to prevent the Froggers?) I met two pedestirans (heading east) also trying to negotiate the edge of the causeway rather than take the lengthy detour. With all the works everywhere this is a debacle. It seems funny that they are happy to spend a fortune on fencing out peds and cyclist - but not provide a workable detour.

I sent an email to MainRoads asking that very question on Monday, as well as pointing out all the ways in which the on-grass detour does not meet their published Guidelines (long term detours are meant to be the same standard as a permanent path, grass is not a suitable path surface, loose rubber mats aren't a suitable path surface, minimum bi-directional path width is 2m, bunting mounted on star-pickets isn't a suitable way to delineate the edge of a path.)

As expected I have received no response despite their complaints handling process promising to acknowledge all complaints within 24hrs.

I now have to give them a call and ask to speak to one of their customer advocates so I can complain about their complaints process.

In comparison, the damage report I put in on Tuesday morning regarding a pothole in the traffic lanes on East Parade was acknowledged within a couple of hours and patched before the next morning.

I think blocking the shortcut was only a coincidence, MRWA re-directed the on-ramp from the Causeway Southbound onto Great Eastern Highway Eastbound onto a new, shorter and steeper, alignment on Wednesday/Thursday and are now going to demolish/rework the old on-ramp alignment and it needs to be fenced off for that to happen.

It's a complete !! BAN ME NOW FOR SWEARING !! detour. It doesn't lead you back to the path at all, eventually terminating at the lights at the Burswood entrance from which there is no easy way to get back onto the PSP without backtracking.

I would have gladly waited another 12 months for the current roadworks to be completed and a more sensible detour put in place.

As it is, heading East I take the pedestrian path on the Gt Eastern highway over the causeway then back down to the causeway, heading back towards the city and then up the causeway slip road to Gt Eastern highway until I'm past the fence and can ride down the sand and over the grass back to the PSP. If they block that then I'll have to continue on Gt Eastern highway and off to the PS at Craig St.

A really poorly thought out piece of low priority work that could easily have waited until a viable detour became available.

I have found North to South isn't that bad, on road:

Camfield Dr > Glenn Pl > Bolton Ave > GE Hwy (then take the first left)

this brings you to the lights at Albany Highway avoiding most of the detour.


Going South to North though you can't really avoid any of the detour.

Rode through here on the weekend. I counted 12 road crossings, seven of them at traffic lights with no bicycle lantern and one crosswalk. 1.9km detour taking 13 mins, it would have taken longer if I had dismounted eight times at the crossings as I was legally obliged to.

I am curious how the flooding problem will be sorted without actually raising the bridge. When the underpass flooded badly there was at least 30cm of water - level with the level of water in the river. Maybe an (additional) overpass would have been a better long term option?

There was a similar problem on the Cooks River Cycleway in Sydney where it passes under the Tempe railway bridge. This was the solution:

Not sure the new arrangement will survive the full flooding but the nuisance flooding has been eliminated - perhaps what is being done at Causeway. Would be nice to have something similar under the south end of Garratt Road bridge at Ascot too.
