Shared path safety report/suggestion

In WA who is the best authority to make a report/suggestion about shared path safety?
The path at the north east of Alexander Drive & Central Ave has a blind spot to oncoming path users and the path is right next to the road. The path is used by retirement homes, ECU & Mt Lawley SHS.
There appears sufficient land to truncate the corner to eliminate a significant risk, without removal of trees, which contribute to the current risk.

If the path is not a PSP, then start with the local council. Sorry, don't ride that way, so not familiar with that location.
