I didnt mind getting wet when I lived in Brisbane but not as much fun getting wet in Auckland so just purchased the Ground Effect Rivet and Helter Skelters
Havent had to commute in the rain since they were delivered, which was the morning after I ordered them

I have one of these RAB Flashpoint jackets. I got mine from https://www.ultralightoutdoorgear.co.uk/ so worth checking the pricing. Anyway Massdrop have a drop on them at $222 on your back.

your rain jacket when touring

Hi
I have never thought of getting a "touring" bike helmet. I just use my Bell Sweep with a cycling cap underneath it to keep the rain off my glasses/sun off my face a bit. Seems to work fine for me.
