seat stay braze on

Anyone know what this braze on is designed for? Found it on an old malvern star

I would hazard a guess at Dynamo mount. Either to clamp a specific mount type with two bolts to the stay or maybe a one bolt dynamo mount (fore of stay) and rear light mount (aft of stay)
