Out of interest, how did you pick it for powdercoating? As usual the photographs flatter the paintwork but to me it it could be two-pack or enamel. Admittedly the faults that are mentioned in the description do sound like what you get with poor powdercoating.
If it is powdercoated they have got buckleys of getting what he's asking. Lucky to get half that.

The giveaway is the photo of the rear dropouts, dripping/streaking from stays, applied way too thick and with that ultra-high gloss that powdercoating has.

I didn't think it was too bad - all braze-ons are still there and the parts look to be of reasonable quality, albeit not period correct.
The only thing letting it down for me was the fork doesn't look original...and it's not my size.

Fork definitely not original, and I think may be one of those '
photograph better than it really is' scenarios.
