I recently purchased an Ultegra 8050 shift kit to install on a new build. Upon connecting all the components together in the manner in which they will be installed on the new frame, I came across an issue. When I depress the right shift lever to actuate the RD I only get 8 actuation's of the RD from one extreme to the other. My maths would suggest that for 11 speed I should get 10 actuation's. The FD makes 2 micro shift trims across the full range, which one would expect, and the left lever generates the correct actuation on the FD. Puzzled as to why I only get potentially 9 gear selections from the 8 actuation's on the RD. I really would like to understand this before I install on the frame. Note that I have not conducted any firmware upgrades (don't believe that should be necessary on a new group set), nor have I made any limit range adjustments.

When used with certain chainring combinations, the rear derailleur will not shift to the two smallest (outermost) sprockets when in the small ring. This is done to prevent chain pickup caused by the chainline of wider rear hubs for disc brakes.
I had a thought, but it got run over as it crossed my mind.

Thanks. does that still apply when the components are not even installed on the frame? as a factory setting ? The group set in question is for rim brakes.

Yes, because the components are programmed to a default gear setup, 52/36 chainrings & 11-28 cassette. Having the system know what chainring & cassette combination is being used is necessary for the Synchro shift programming to determine the shift points.
You can alter the settings as necessary through the E-Tube program; go into the shift mode settings and tweakit there. 50/34 and 52/36 chainring combinations don't allow you to turn off the gear limiter, due to the large difference between the rings. 53/39 and 46/36 do allow you to turn the limiter off.

Thought there would be valid reason. I'm planning a 52/36 and 11-30 T combination. will run it through e tube and get the set-up working before install.
