Fools like this guy don't help the situation at all.

He was wearing shorts, a grey singlet and cap, and the children described his clothes as tattered and torn.
Could be torn fashion and recreational drug use, or could be mentally unstable and homeless.

Could help "the situation" if viewed as "thankfully this wasn't another unlicensed driver in an unregistered motor vehicle with outstanding warrants operating negligently outside the bounds of the law, endangering the 60% small majority that do the right thing".

It has me stuffed why they don't have the guy already. I have seen a guy fitting that description dozens of times this year riding the path between Southlands and the mall. Maybe if ACT policing actually had enough people to run patrols they would run into him too.

If they are anything like the “patrols” in NSW, it consists of cops in cars driving around, and getting a motorists view of the world. They sure as heck aren’t going to see much if it happens away from the road.

Maybe if they had more active patrols. In a place like canberra, surely they have police on bicycles?

There is a severe shortage of cops, they have trouble recruiting suitable candidates and even more trouble keeping them in the job with all the stuff they get exposed to and some internal culture issues.

explanation (of sorts) yesterday:

"A police spokesman said school holidays prevented officers from questioning some students and staff until early May"

if I was a parent living in the area would be a bit unhappy - all for diverse characters out and about in the community but kids need to be out and about and active not taking action feeds on the fears that people have

Also no one notified the police until more than 4 days after the incident, which doesn't exactly convey a sense of urgency. The incident happened on April 13 and, according to Mr. Google, that was the last day of term; so by the time police were notified it would have been pretty hard (though not impossible) to get information from people at the school.
