RACWA look up WA campaign

I saw this ad on TV for the first time this week. My immediate reaction was how weak the message was. Not, turn off before you drive, not just ignore it, not pull over when safe to do so.
Look up. Which indicates the driver has been looking down.
RACWA was originally a membership organisation, & still heavily promotes as such. It seems to me they are being so careful to not put motorists offside because that is their revenue base. In my opinion they are sitting the fence.
