Luggage rack for kids' bikes

...say 20" or so. Do such things exist? Just somewhere to put a small bag to carry some snacks or a couple of toys or something?

Or a pannier rack style? Used to be heaps on dragsters in the 80's. no idea if they are still made though. Maybe look for low rider/dragster parts.
