India to Import Taiwan’s Production Technology

This makes perfect sense.
Manufacturing high-end cycles in India
To grow the export of bicycles India's industry is looking for opportunities to take the quality of the products to a higher level. During the meeting with the minister it was suggested that the import of bicycle production technology from Taiwan and China should be transferred and made available to local industries in order to manufacture high-end cycles in India.

Common Facility Centre
The department of Industrial Policy and Promotion has been given the responsibility to upgrade Ludhiana's bicycle research and development centre and to bring it to international standards. It was also discussed that a new 'common facility centre' would be founded in order to develop aluminium alloy frames and forks, derailleurs, grip shifts etcetera.
