A cheap frame with a long head tube

I'm looking to build a bike specifically to mount my daughter's wee-ride on. The wee-ride requires about an inch of accessible head tube above the top tube for its forward mounting bracket and unfortunately I don't have any frames in the garage that meet this specification.

It also has to be cheap.

I'm not fussed on whether it's mtb, road or cyclocross but I think i'll probably run flat bars to keep my head up. ability to run larger tyres would be good from a control point of view (don't want to be crashing with my 1yo on board) and i have a lot more 700c and 29er disc wheels lying around than anything else.

Open to suggestions
