They'll be fine, the way they sit on the rack means that it shouldn't matter height wise what size bike you have.
And if you're in no rush to get them some O/S stores have them cheaper. PBK is where I bought mine.

Yes. I routinely carry a large laptop in mine. Take it to and fro work every day.

I have a 15" laptop (15" high) that fits without any real issue - the top bulges slightly, but you can fit a lot of extra stuff in besides the laptop.
Those bags have been very good to me. If your laptop doesn't fit I would buy a new laptop.
