I am going to a buy a bike in the next few months, I was thinking of brands like santa-cruz and specialised, but then I went on holidays and hired a 200w electric bike, and I loved it, so easy to ride.
Anyway, where could I get a QUALITY 200W electric road legal mountain bike, that will be able to handle rough terrain.

The last two bikes look alright, but I was thinking of better quality parts on the bikes e.g. suspension.
Also I need a bike that is 200w and nothing more, because for a bike be above 200w it requires to have a marking on the bike to say that it is less than 250w and the motor must cut out when the speed reaches 25km/h. Which is all to boring and technical for me, I just want a simple 200w.
The kind of terrain I will be on is trail riding, with rocks, logs, etc. So quite rough

I've looked into this a bit in the recent past. I sampled a Giant XTC fitted with a 250W Bionx e-Bike conversion kit but only on pathways and roads and nothing more uneven than jumping 6 inch concrete curbs. The set up was very efficient and damn fast with pedal input and despite the extra weight the bike handled safely enough for my liking.
I looked at heaps of e-Bikes in California recently and came to the conclusion that for heavier duty riding it's best to convert a decent existing bike with strong frame, decent brakes and gearing etc as many of the ready to ride e-Bikes I saw were commuter orientated and the money was in the e-mechanics and not to be seen in the actual bike spec. Bionx has a very good rep. on west coast USA. In the state of Victoria I believe 200W is the legal limit, other states may vary slightly. I'm sure there is a thread about the legalities here on BNA somewhere.....

I think I might of changed my mind, I don't think I can afford a good bike around $1000 and another $1000 for a motor, if I could afford it I would definitely get it.

...which is the last place I'd take an e-bike...even one with the geometry of the BH.
