Only if they provide X-rays and ultrasonic imaging to prove the frame isn't stress cracked from the crash, and even then if it's in crap condition it's a bit much imnsho

How much is it worth though? Also, if the tire are not pumped what does it mean?

I'll give you the same advice I gave the fella wanting to throw $1.5k at a road bike... Sounds like you have $1k+ for a hardtail mtb.
BUY A NEW ONE
Visit as many bike shops as you can. Local ones.
Pick the one that will give you the best service.
Get fitted - there is more to this than just frame size.
Once you know what models you fit, pick the one in your price range that makes you want to ride it most.
Go ride it. Safe in the knowledge that it has a warranty and most likeley a few free servicings
$1k will buy a decent hardtail

You'd be daft buying it for any sort of money with no mechanical knowledge or better appraisal skills of what's likely to need replacing. Even then - would you be replacing/repairing things in your own time or at someone elses labour costs?
Frame integrity aside, there maybe some wrecking value for other parts off it, but I don't believe I could nor should put a figure out there at all.
You have to weigh up "What am I likely to have to spend on it beyond purchase to get a rideable bike?"
and "Am I in a position to really assess that with my knowledge and experience?
For someone who's already pretty clued up, with a stash of other spares, or another suitable bike on hand for scavenge for parts (after some serious haggling...) this might be bargain, but if you're going into it without the experience or background of working of these sort of bikes (or any bikes for that matter) with no other cheap spares or bits at hand.
From what little you can tell us about the bike, and from the types of questions you're asking, I would suggest this bike is by no means a bargain. Even at a quarter or less of that asking price. Spend that sort current asking price of coin on something new.
You'll find a lot of us here can be reluctant to put anything other than current recommended retail value in terms of price on things

Couple of months ago I paid $1600 for a brand new 2014 one. I reckon he's asking $1000 too much
