23mm veloflox is waaay narrower than a 23mm vittoria. there's a couple of mm in it for sure. across my fleet i'm running corsas (open tubular and normal tubular), paves, masters, gp4000s and gp4seasons. the corsas and the masters are a little nicer but there's not much in it. i get the sense that the 4000s are a little tougher - i've run mine up and down the m4 for a while now and they're still hanging in there...

Contis are tougher for sure (conti competition, as i use tubulars) but the cotton velos are definitely a step up in comfort and running higher pressures.
Velos have a lovely ability to stretch, and there are like putting a rubber band on a tubular. Hands down my favourite for mounting, puncture resistant and comfort. They tick all the boxes for me. Although contis as mentioned above are a tougher tyre.

the conti is good too, and a better / tougher everyday tyre.
i wouldnt use any for training wheels unless youre a cafe racer.
