Yes, 700c is the same diametre as 700c. The 29er thing was a silly American marketing thing. They did the same calling 650b, 27.5, idiots.

To take the above further..... Not so much silly American mucketing (well not entirely), 29" is in keeping with MTB's imperial-measured American roots, as is 27.5" - which is actually a marginally more accurate expression of its tyre size than the hijacked and bastardised French system 650B, which was a relatively narrow tyre on a 584mm rim.....
Anyway, yes 29" and 700c (again, a hijacked, bastardised and highly inaccurate French size) use the same ISO 622mm rim diameter.
*Diversion* It's one of life's great mysteries why the ISO/ETRTO sizing system, which is the only truly accurate tyre & rim measurement, is virtually ignored by all sectors of the cycling industry.
