A passer-by discovered the body partially submerged in Golden Square, a suburb of Bendigo, just before 10am on Thursday.
Search and rescue divers pulled the body from the water.
"It is believed the 49-year-old Bendigo man was riding at the time of the incident," police said in a statement.
A report will be prepared for the coroner.

Do NOT go up alongside stopped trucks !!!Saw this witness account in a comment on Channel 9's news post about it
"Cameron Frewer You have no idea what you are talking about! My partner was standing at the lights and witnessed the entire tragedy unfold. The truck was in the left hand lane waiting to turn left onto the bridge. They cyclist came up on his left and stopped in line with his passenger side door (so therefore the truck driver had no idea he was there) the lights turned green, the cyclist took off, got clipped by the truck and fell off his bike and was run over and dragged underneath. The truck driver didn’t even know it happened and my partner chased him along the road to stop. This was an absolutely horrific accident. How about you stop making judgements on people before you know the facts."

Forensic Crash Unit officers are investigating a fatal traffic crash at Albion this afternoon.
Investigations indicate around 2.55pm a cyclist was headed north on Hudson Road when he was hit by a truck also headed north on Hudson Road.
The cyclist, a 37-year-old Geebung man, died at the scene.
Investigations are continuing.

An Australian tourist cycling in New York City has died after being hit by a garbage truck as she swerved to avoid a car blocking the bike lane near Central Park.
Police said 23-year-old Madison Jane Lyden veered into traffic about 4:45pm on Friday (local time) when a stopped taxi suddenly pulled out in front of her.

New York City transportation advocacy group Transportation Alternatives said it was "a crash waiting to happen" because "lazy and entitled drivers" were parking, dropping people off and idling in bike lanes.
This article https://www.news.com.au/travel/travel-u ... f3d3cde193 says that the truck driver is in custody on suspicion of DUI, but the car driver is not; which seems strange because even if the truck driver was DUI, it sounds like the crash was caused by the car/taxi driver.

Garbage truck driver downed two beers before deadly collision with Australian tourist: police
Cops collected two empty beer cans from the cab of a drunken garbage truck driver after his fatal collision with an Australian tourist, prosecutors said Saturday.
Felipe Chairez, 44, faced drunken-driving and other charges at a hearing one day after 23-year-old Madison Jane Lyden landed beneath the wheels of his truck while bicycling uptown in the Central Park West bike lanes.
The empties were found inside Chairez’s vehicle following the fatal accident before horrified West Side witnesses. Chairez was headed from a Greenwich Village construction site to a Bronx dump around 4:45 p.m. when Lyden swerved to avoid a livery car parked illegally in the bike lane near W. 67th St.
Chairez, a driver with the Mellifont Construction Corporation in Orangeburg, Rockland County, remained at the scene following the crash. Once police arrived, cops noticed the goateed driver appeared to be drunk and Chairez acknowledged drinking two brews before the accident.
He was charged with drunken driving, driving while impaired and operating a commercial vehicle while intoxicated, prosecutors said. While the standard for drunken driving is a blood alcohol level of .08, a reading of .04 or higher is sufficient in the case of commercial vehicle drivers.
Defense attorney Kenneth Ware mounted a unique culinary defense for his client, claiming Chairez could be cleared by the chicken salad sandwich that he downed along with the beers.
“If what they say is true, that he had a chicken salad sandwich — then if he had alcohol, the alcohol may have been able to be absorbed by his lunch he had,” Ware said. “If that’s true … All he is charged with right now is a misdemeanor.”
The 17-year veteran truck driver had no previous arrests and no history of problems while working for Mellifont, added Ware.

The wanted driver.Insp McGregor said the Mercedes was stolen in an aggravated robbery in Elsternwick last week....
....Shocked onlookers told the Herald Sun the driver calmly removed items from the back seat of the car before running off.
This makes it four so far this year. A good deal better than last year with 12 for the year, but that is still four riders needlessly killed.

EDIT: Actually a few news sources are now saying that the car was merely illegally parked (I say "merely" because, while it's bad and the driver should face charges, it's nowhere near as bad as pulling in front of a cyclist); I wonder what the truth is?

Yes I probably said a bit more there than I should have had I known the rider was not going to make it. I wasn't with that group on the day, I went out with an earlier group and only saw these guys on my return leg as they were heading out, the incident occurred on their way back about 2 hours later. I know a little bit more than what has been reported but only through talking to the other riders in that group. It is the subject of an ongoing investigation and as far as we know, no charges have been laid at this stage. According to witnesses, Ms Lyden was not wearing a helmet. However, wearing a helmet while riding a bicycle is not a legal requirement in Manhattan.
